      <title><![CDATA[IOPC Fundsâ€™ Short Course: 2013 dates announced]]></title>

      <description><![CDATA[The Director is pleased to announce that the 2013 IOPC Funds&#8217; Short Course will take place from Monday 11 to Friday 15 November at the Funds&#8217; headquarters in London. The course programme will cover all aspects of the work of the IOPC Funds and the international liability and compensation regime in general and will include practical exercises which allow participants to study a theoretical incident and the subsequent claims submission process. The course is supported by IMO, INTERTANKO, ICS, the International Group of P&amp;I Associations and ITOPF.

      <title><![CDATA[IMLI students visit IOPC Funds]]></title>

      <description><![CDATA[On 1 May 2013, the Director welcomed 35 students from the International Maritime Law Institute (IMLI) to the IOPC Funds. Following on from the lecture he gave during his visit to IMLI in Malta in March, Mr Maura updated the students on the key topics of discussion and decisions taken by the governing bodies at their April 2013 sessions.       <title><![CDATA[ICOPCE 2013, Singapore]]></title>

      <description><![CDATA[The International Chemical and Oil Pollution Conference and Exhibition (ICOPCE 2013) took place in Singapore from 9 to 12 April 2013, organised by the Maritime and Port Authority of Singapore (MPA). On the invitation of MPA, the Director and the Head of the External Relations and Conference Department, Thomas Liebert, took part in a pre-conference workshop on claims and compensation delivered jointly with ITOPF and the International Group of P&amp;I Associations. Subsequently, Mr Liebert stayed on to chair the conference and present a paper on the latest developments within the IOPC Funds.       <title><![CDATA[April 2013 IOPC Funds' meetings]]></title>

      <description><![CDATA[The governing bodies of the IOPC Funds held meetings from Monday 22 April to Wednesday 24 April 2013 at the headquarters of the International Maritime Organization (IMO) in London. Sixty-one States, representing 54 Member States of the 1992 Fund, 45 former 1971 Fund Member States and five observer States, as well as 13 observer organisations attended sessions of the 1992 Fund Executive Committee and the 1971 Fund Administrative Council. The sixth and seventh intersessional Working Groups also held their 5th and 2nd meetings respectively.       <title><![CDATA[Spillcon 2013 and  claims and compensation workshop in Cairns, Australia]]></title>

      <title><![CDATA[Lectures given to students at IMLI and from the Polytechnic University of Barcelona ]]></title>

      <description><![CDATA[Director visits IMLI
On 28 March 2013, the Director visited the International Maritime Law Institute (IMLI), established by the IMO, in Malta.&nbsp; He gave a lecture to the 24th intake of IMLI lawyers on &#8220;The Role of the IOPC Funds in Compensating Victims of Oil Pollution Damage&#8221;. Mr Maura&#8217;s lecture was delivered within the framework of the Environmental Law Course of IMLI&#8217;s LL.M. programme and was attended by some 35 students from all over the world.&nbsp;&nbsp; After the lecture a good discussion took place on the International compensation regime and recent developments.&nbsp;

      <title><![CDATA[Regional workshop, Curacao]]></title>

      <description><![CDATA[On 27 March 2013, the IOPC Funds delivered a regional workshop in Curaçao. More than 30 participants from governments and the oil industry in the Netherlands, St. Maarten, St. Eustatius, Saba, Curaçao, Bonaire and Aruba attended the workshop as part of an annual regional conference for the Caribbean Dutch territories. Katrin Park, External Relations Officer and Mark Homan, Claims Manager, represented the Secretariat in that workshop.

      <title><![CDATA[Launch of the Global Initiative programme and regional workshop for south-east Asia]]></title>

      <description><![CDATA[IMO and IPIECA, the global oil and gas industry association for environmental and social issues, have jointly launched a new Global Initiative (GI) programme aimed at improving the oil spill preparedness and response capabilities in south east Asia, at a regional workshop that took place from 20 to 21 March 2013 in Jakarta, Indonesia.
The IOPC Funds were represented at the workshop and launch event by the Head of External Relations and Conference Department, Mr Thomas Liebert.       <title><![CDATA[Directorâ€™s visit to Republic of Korea]]></title>

      <description><![CDATA[The Director and the Head of the Claims Department visited the Republic of Korea from 25 to 27 February 2013 to attend meetings with the legal team appointed by the 1992 Fund in respect of the Hebei Spirit incident. They discussed the judgment rendered by the Limitation Court where some 129 000 claims had been brought.       <title><![CDATA[Turkey accedes to Supplementary Fund Protocol]]></title>

      <description><![CDATA[The International Maritime Organization has informed the Director that Turkey deposited an instrument of accession to the Supplementary Fund Protocol on 5 March 2013. The Protocol will enter into force for Turkey on 5 June 2013, bringing the number of Supplementary Fund Member States to 29. Turkey has been member of the 1992 Fund since 17 August 2002.       <title><![CDATA[Directorâ€™s visit to Spain, 21-24 January 2013]]></title>

      <description><![CDATA[The Director, together with the IOPC Funds&#8217; Spanish lawyer, met with the Director General of the Spanish Merchant Marine in Madrid. They discussed the Prestige incident as well as the outstanding issues in connection with the Aegean Sea incident and their possible implications on the winding up of the 1971 Fund. 
The Director also met with the Spanish Minister of Justice to consider how limitation proceedings are handled in various jurisdictions and in which court such proceedings should take place. Historically oil spill incidents in Spain have been handled by criminal courts.       <title><![CDATA[Informal lunch meeting for Intergovernmental and Non-Governmental Organisations ]]></title>

      <description><![CDATA[On 7 February 2013, the Director of the IOPC Funds hosted an informal lunch meeting for the UK-based representatives from Intergovernmental (IGOs) and Non-Governmental Organisations (NGOs) which have responsibilities or activities in fields related to those of the IOPC Funds, particularly in connection with pollution and environmental matters, maritime and shipping affairs, marine insurance, production or transport of oil or relevant questions of international law. 
The lunch meeting was particularly well attended and the Director was honoured to welcome the IMO Secretary-General, Mr Koji Sekimizu to the IOPC Funds&#8217; Headquarters for the first time.       <title><![CDATA[Incident News â€“ Latest Court Decisions and developments]]></title>

On 22 January 2013 a judgement was rendered by the Seosan District Court granting KRW 736 billion in compensation to victims of the Hebei Spirit incident. The amount decided by the Court is significantly less than the amount claimed in court (some KRW 4 227 billion) but nevertheless is significantly larger than the 1992 Fund&#8217;s assessment of admissible claims of KRW 181 billion. The 1992 Fund appealed on 5 February 2013, within the 2 week deadline, on a number of issues contained in the 178 pages, plus appendixes, which form the judgement.       <title><![CDATA[Claims and Compensation workshop, Rome, Italy, 24-25 January 2013]]></title>

Visit to the Russian Federation
The Director, Deputy Director and Head of Claims Department/Technical Advisor attended meetings with the Russian Government in Moscow during the week of 3 December 2012 to discuss the issue of outstanding contributions due from two contributors in the Russian Federation and to discuss the&nbsp;Volgoneft 139&nbsp;incident.&nbsp; A visit was made to the Ministry of Transport to brief the Deputy Minister, Mr&nbsp;Oleerskiy on the mission and its objectives. &nbsp;

      <title><![CDATA[Erika and Prestige judgements delivered]]></title>

A judgement was rendered in respect of the Erika incident on 25 September 2012 by the Criminal Section of the Court of Cassation.&nbsp; It followed an appeal by the representative of the shipowner (Tevere Shipping), the president of the management company (Panship Management and Services Srl), the classification society (RINA) and Total SA against a judgement by the Court of Appeal in Paris which had held all four parties criminally liable for the offence of causing pollution.       <title><![CDATA[JS Amazing, Nigeria, 6 June 2009]]></title>

      <description><![CDATA[In May 2011, the 1992 Fund was informed of a spill which had occurred in June 2009 from the tanker JS Amazing which had spilled an unknown quantity of low pour fuel oil (LPFO) into the Warri River, Delta State, Nigeria.&nbsp; It was noted that the incident was not widely reported outside of Nigeria.&nbsp; No record of any insurance cover could be found with a P&amp;I Club from the International Group of P&amp;I Associations.

      <title><![CDATA[Redfferm, Nigeria, 30 March 2009]]></title>

      <description><![CDATA[In January 2012, the Secretariat was informed of an incident which occurred in March 2009 at Tin Can Island, Lagos, Nigeria.
The initial reports of the incident reported that the tanker MT Concep was trans-shipping some of its cargo of low pour fuel oil (LPFO) into a barge, the Redfferm, when at some point during trans-shipment, a spill occurred.&nbsp; However, further facts have since been made available to the Secretariat which clarify that it was the barge Redfferm which sank following the cargo trans-shipment and its cargo of between 500 and 650 tonnes of LPFO spilled into the waters surrounding&#8230;<br/><br/><a href="http://www.iopcfunds.org/news-events/feed/item/72">Read more...</a>]]></description>
